Why the rules are not paperwork
Children bouncing means children falling, colliding, and occasionally going to the emergency room, at a scale most people never see. The Consumer Product Safety Commission estimated more than 18,000 bounce-house-related injuries treated in US emergency departments in a single year, and its decade-long study of inflatable amusements counted 82,203 injuries from 2008 to 2013, more than 90 percent of them on bounce houses.
Most of those injuries are routine kid accidents — about 96 percent of inflatable-related ER visits were treated and released, by the CPSC's own count. But stacked under those numbers are the catastrophic ones, and they share a cause profile: unanchored or under-anchored units, wind, unsupervised play, and mixed ages in one chamber. Every rule in this lesson exists because someone skipped it. As the operator, you are the safety system. The parent is a supervisor; you are the engineer who decided the unit could stand up today. The industry writes these rules down in ASTM F2374, the consensus standard for commercial inflatable devices covering design, operation, training, and inspection. Your insurer will ask about it. Some states incorporate it. Reading the summary of it is an afternoon that makes you a professional rather than a person with a blower.
Wind is the whole weather question
Wind is the one you plan for, because it is the one that flips units. The operating consensus, reflected in ASTM F2374 and in state rules like Maryland's, which prohibits operation when sustained wind reaches 15 mph, is a hard threshold, not a judgment call:

A full-size bounce house presents a large sail area to the wind even fully anchored, and the standard's design ceiling assumes anchoring is intact and correct. Anchoring is not a mitigation that buys you a few extra mph. It is the floor under the whole table.
The cancellation script
You will cancel events, and you will do it by phone, the same day, with the reschedule already proposed:
"Hi, this is Dana from Castle Party Rentals. I've been watching the wind forecast for tomorrow, and it's crossing the limit where I'm allowed to set the unit up safely. I'm not willing to risk your party on it. The good news is your deposit doesn't go away, it moves with you. I have the 14th open, and honestly the forecast looks perfect. Can I lock that in right now?"
Weather cancels the event; your policy, from Policies and Booking Systems, preserves the booking. Reschedule with deposit carried, not refund, and say so warmly. Customers accept weather far better than operators fear, and the ones who argue are the ones who would have sued.
Anchoring and supervision, the daily rules
Anchoring, from Delivery and Setup, restated because it is the load-bearing habit: stakes at every point on grass, driven at an angle away from the unit; sandbags on every point on hard surfaces, with no calm-day exceptions; inspect anchor points during every setup walkthrough because torn webbing means a unit that cannot be safely staked.
Supervision rules, stated to every customer during the walkthrough as conditions of the rental: one designated adult attendant within arm's reach of the entrance the entire time the unit is inflated; shoes off; no flips or roughhousing; age groups separated, with the small kids in their own turns; the stated maximum occupancy from the manufacturer's label, which is a real number, usually per chamber by age; food, drinks, gum, and silly string banned from the vinyl entirely; and the unit shut down immediately if wind rises, the blower sounds wrong, or the unit softens.
The dry lane has one safety rule and it is heavy: canopies. A 10x10 pop-up is a kite with legs. Tent-industry guidance puts a 10x10 at 30 to 40 pounds of ballast per leg even in calm conditions, and a properly anchored unit on hard surfaces at at least 200 pounds total. Water barrels and sandbags work; stakes do not exist on pavement. Never leave a canopy up unattended in wind, and never let guests stand under one you would not sit under yourself.
The standard you are buying into
None of this is decoration, and all of it is sellable. The operator who can recite the wind threshold, show the anchor pattern, and hand over a safety sheet is the one the school and the church book again, because their risk manager slept better. Safety is where the professional premium in your pricing comes from, and it is also how you never appear in a news story.
